Map the Ward Before You Campaign the State

Most campaigns start with a message. The ones that win start with a map of who decides what.

The instinct in most campaigns is to begin with a message — what will we say, and how will we say it? But the campaigns that consistently outperform begin somewhere else entirely: with a map of the terrain.

Before the message, you need to know who the key stakeholders are at the ward level, what alliances are in play, where the opposition is strong, and where the openings exist. This is intelligence work, and it precedes strategy.

This note makes the case for intelligence-first campaign design, and outlines the kind of ward-level mapping that produces actionable strategy.
